How Early Can You Buy a House Before a PCS?
Start the lender conversation about 90 days before your report date, start looking at listings around 60 days out, and plan to be under contract 30 to 45 days before you need keys. You can do almost the entire purchase from your current duty station. What you cannot usually do is close before you have orders in hand.
Timing a purchase around a permanent change of station is a scheduling problem more than a real estate problem. The pieces are predictable. The trouble comes from starting the whole thing three weeks before the movers arrive, which is when I get most of these calls.
The 90 Day Backward Plan
90 days out: talk to a lender. This is the step that gains you the most and costs you nothing. Get your Certificate of Eligibility, get pre approved, and find out what your payment actually looks like with El Paso property taxes included. If there is a credit problem, ninety days is enough time to fix some of it.
75 days out: pick your agent and set your criteria. Commute to your specific gate, school district, price ceiling, and whether you want new construction, which runs on a longer clock. Fort Bliss is large, and the gate you report to changes which neighborhoods make sense.
60 days out: start watching listings seriously. In El Paso, homes are taking around 50 days to sell, so what you see today may well still be available. That is a real advantage compared to faster markets.

30 to 45 days out: under contract. Option period, inspection, appraisal, and underwriting all run while you are still packing.
Report date: close, or close a few days after. Many families close a week after arrival so they can see the home in person before the final walkthrough. Others close before arrival and drive straight to the house.
What You Can Do Remotely
Nearly all of it. This is far more normal than it used to be.
- Pre approval entirely by phone and secure upload
- Showings by live video walkthrough with your agent, which for a serious buyer is better than photos because you control where the camera goes
- Offers and contracts signed electronically
- Inspection attended by your agent, with the report and photos sent to you and a phone call to walk through it
- Appraisal requires nobody but the appraiser
- Closing by mail away package or, in many cases, remote online notarization, plus a power of attorney if a spouse is signing alone
The one piece I push clients not to do remotely if it can be avoided is the final walkthrough. Someone you trust should stand in that house before you sign.
The Orders Problem
Here is the constraint that catches people.
For a Veterans Affairs loan on a primary residence, you certify that you intend to occupy the home, generally within 60 days of closing. Lenders will want to see your orders to Fort Bliss to support that. Verbal orders are sometimes accepted, sometimes not, and it varies by lender.
Practically:
- You can get pre approved without orders. Do this early.
- You can look without orders. No harm at all.
- You usually cannot close without orders, or at least not without a lender willing to work off verbal orders plus a memorandum.
If your orders are delayed, tell your agent immediately. Closing dates can be extended by amendment, but only if everyone knows in time.
Buy Before You Arrive, or Rent First?
Both are defensible. Here is how I actually advise.
Buy before arrival if you have been to El Paso before or have a trusted person here, your report date is firm, you are staying three or more years, and you have a clear neighborhood preference based on your gate and schools.
Rent first if you have never set foot in the city, your family is split on whether they want to be here, you are within a year or two of separating, or your spouse is job hunting and location depends on where they land.
There is no wrong answer, and renting for six months is not a wasted six months. It is the cheapest possible way to learn a city before making a $250,000 decision. What I would not do is rent for two years out of inertia when you knew by month three that you liked it here.
What Makes This Easier in El Paso
A few things work in your favor here that do not in every military town.
Inventory is not scarce. With homes averaging around 50 days on market, you are not fighting five offers on a Tuesday. You have time to think, negotiate, and inspect.

Agents here work with military families constantly. Fort Bliss is enormous, and this is a town that understands orders, dwell time, and what a report date means.

Mistakes I See on PCS Purchases
Waiting for household goods to arrive before starting. By then you are 30 days behind and living in a hotel on your own dime.
Choosing a neighborhood by distance on a map. El Paso commutes are shaped by the mountain, the freeway, and which gate you use. Twelve miles can be fifteen minutes or forty five.
Buying at the top of the approval. Rank changes, dependent changes, and annual allowance adjustments all move your income. Leave room.
